Procedure:
- The vice president and dean for undergraduate education has delegated the authority to review requests for change from nondegree status to degree candidate status at the campuses/colleges to the Undergraduate Admissions Office at University Park for all campuses/colleges, except for those cases where students seek degree status at Penn State Erie, The Behrend College, or Penn State Harrisburg, The Capital College. In those cases, authority to review requests is delegated to the admissions offices at Penn State Behrend and Penn State Harrisburg.

Students seeking a change from nondegree status to degree status need to complete the web application for undergraduate admission (https://www.psu.edu/admission/undergraduate/how-to-apply) and submit all necessary materials as specified in the application. An adult learner, as defined by the University, is encouraged but not required to provide a high school transcript for admission review.
To be eligible for degree status in a bachelor's degree program, students must have earned a cumulative 2.0 GPA and completed 18 credits at Penn State University.
To be eligible for degree status in an associate degree program, students must have earned a cumulative 2.0 GPA and completed 9 credits at Penn State University.
Certain academic programs may carry additional course and GPA requirements in order to qualify for degree status.
- Evaluations should be completed and assurance of admission given between the end of the semester in which the student earns the necessary credit and GPA for their intended degree and the start of the semester for which admission is sought. After the evaluation is completed, the admissions officer may authorize the student to register as a degree candidate at that location for the next semester.
